Locked Toolbars Keep Moving

I'm using IE6 and have the Google toolbar installed. I
position everything the way I want it and then Lock the
Toolbars. In later sessions with IE6, the Google toolbar
is moved and appears on its own line and my Links toolbar
has expanded back to its original size. Running Win XP
Pro. Problem never surfaced with IE6 and W2K or WinME. Is
there a Registry setting that is more ironclad than the
Lock Toolbars option under View, Toolbars? Any other
settings I've overlooked?
 
probably will have more success if you do not lock it.
