Locked out of my database

I have an open database that I was reviewing to write up documentation.
I recently have tried to open the database to review some event code that
was in a form. The database says I do not have exclusive rights and yet it
thinks I am in the database from this message. I have logged out of my
machine only to find I am still in the program, how do I fix this issue?
 
I needed the rights as I am cleaning up code that was not used as user needs
changed frequently during the development. Ironically, someone else had gone
into the database and was in it.
