LOCKED OUT OF IE OPTIONS

I have a rather big problem.
Im locked out of IE OPTIONS.
I insalled a program a while back called SPYBOT SEARCH
AND DESTROY AND ever since i have been locked out.
I have unistalled the program i have followed every
single instruction from the makers and im still locked
out.
Everytime i try and go into IE options.
It says contact the system admin.
I am the admin.
Does anyone have any idea how i can fix this
