Locked Desktop Icons

PLEASE HELP. I have two issues. One is that when I click
on the start menu, and then mouse over "All Programs"
nothing happens, even if I click on "AllPrograms" What
would couse this to not open?

Second, I am trying to get my desktop icons unlocked.
When I right click on the desktop. The auto arrange is
not high lighted. How do I fix this?
