"Lock Web Items to Desktop"

I have looked in the help screens and on the XP
customization tips page.....no mention found of this menu
item. Item occurs on the desktop rt click, Arrange Items
By, Lock Web Items to Desktop

What is the URL of a KB article or tip sheet that
describes this menu item? Thanks...
