Lock the right click feature for clock, toolbar in win2000

I was at www.jsiinc.com looking at tip 50, and it
mentioned a registry edit in
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion
\Policies\Explorer

NoTrayContextMenu REG_DWORD
If set to 1, menus do not display upon right click of the
taskbar, start button, clock, or taskbar application
icons. The entry is only available for NT 4.0 with SP 2 or
greater.

Does this work for win2000?
I don't want users to change date/time. add the quick
launch toolbar, stuff like that. It's not working on the
win2000 i'm using.

Have you applied SP4?

Yes, it works in W2k, but group policy is the way to go.
