Lock configuration

I have a industi PC with Windows 2000 Pro.
The power to the PC can be cut and if that is the case I
want to restart the computer with the same configuration.
Right now the computer sometimes find a serial mouse on my
in data serial port and the application can not connect to
the serial port.

So if there away to lock hardware & service configuration
in Windows2000?
Is it away for Windows XP Pro?
Or do I have to run XP embedded or NT embedded?

I have tried to stop the Plug and play service, it didn't
work.
