Local Users and Groups in Home?

Can I add somehow the Local Users and Groups tab in the computer managment
in my WinXP home edition so I can add a guest account password?

The Local Users and Groups is a tool available only in
Windows XP Professional.

XP Home uses the Guest account and its blank password
to grant access. Windows XP Home does not allow for more
customized file and folder sharing like you would find in
Windows XP Professional (with Simple File Sharing disabled).

The guest access feature of Windows XP allows someone who
is not a regular user of the shared computer to operate it as if he
or she holds a limited account. Guest access is not protected by
a password.
