Enable a "disabled" user account

Hello, I have Windows XP Home Edition. I have an account that is not deleted,
but rather is enabled. I have tried the following with negative results:

1) Start button, Run, CONTROL USERPASSWORDS2, Advanced tab. I try to access
the LOCAL USERS AND GROUPS node but I get a message saying "This computer is
running Windows XP Home Edition. This snapin may not be used with that
version of Windows. To manage user accounts for this computer, use the User
Accounts tool in the Control Panel".

2) I have tried the User Accounts Tool in Control Panel too. It does not
allow me to see the disabled account at all, this giving me no options.

3) I have tried all of the above in Safe Mode as well.

4) I have also tried right clicking on My Computer, then selecting Manage.
The LOCAL USERS AND GROUPS does not appear as indicated in #1

I am confident the User Account still exists as I try to create a new
account with the same name and it tells me that it still exists. I also know
that I did not delete the files in the account as I can still see them using
Windows Exporer.

Any assistance would be much appreciated. Thanks in advance.

have tried the following with negative results:

one question .. are you signed in on an administrators account or limited
account ... the guest account will not show up in users accounts unless you
are an admin... simplest solution I can think of without a bit more info :D
