LOCAL POLICY IS NOT EFFECTIVE BY DOMAIN & DOMAIN CONTROLLER POLICY

I HAVE TWO DC1 AND DC2 DOMAIN CONTROLLER. WHEN I CHANGE IN
DC1 POLICY SUCH AS LOG ON LOCALLY IT CHANGES POLICY OF DC2
& LOCAL POLICY OF DC2 GOES EFFECTIVE. BUT LOCAL POLICY OF
DC1 DOES NOT GET EFFECTIVE.WHILE APPLYING SECEDIT COMMAND.
THE ERROR COMES AS windows can not access the registyry
informationat \\mtnl.com\sysvol\mtnl.com\policies\---
\machine\registrypol.

What is the Event ID and the Event Source from the error log? In the mean
time, check the following article:

We did as said in the page http://support.microsoft.com/?
id=258296.
The error message is not coming, but the policies are not
getting effective.
The new error message is "Windows cannot open the DC name
for your computer network.Return value(59).
Source = userenv----1000.

Kindly help.
