Local PC administration- screensaver executable name

I am in charge of administering a bunch of standalone xp pro pc's. I am in
the process of developing a bat file to run security templates thru secedit
to adjust the policies locally. I have run into a problem that I cannot find
the answer to and this is it:
I have a screensaver that I need to install from my batch cd. installing it
is not a problem, but I need to set GPEDIT.MSC> USER CONFIGURATION>
ADMINISTRATIVE TEMPLATES> CONTROL PANEL> DISPLAY> SCREENSAVER EXECUTABLE NAME
to the screensaver, i.e screensaver.scr ... the only problem is the lower
portion of gpedit.msc "user configuration" is not available in the security
analysis snap in, and I need to set this screensaver for everyone. I can do
it manually, but am trying to find a way to automate this action....Anyone
out there ever done this?
 
I'm sorry, I dont see anything there that really applies. I could edit the
default user reg keys, but that will not take care of the pre-existing
accounts on the pc's. That is why I want to use gpedit, because it will be
system wide, even for users that have accounts already on there.

Please correct me if I have missed something.
