Local logon accounts locked

It appears that all of my local logon accounts, including admin, are
disabled. At first I thought someone may have changed the admin password,
but after running several password recovery utilities, I'm still having the
same issues. Any help is appreciated.
 
You'll need to be more specific such as the exact text of any error messages
you receive.
