Local Data Different From Server Data

I have a user whose mailbox size accourding to the local data is completely
different from what server data reports. Server data shows that around 30MB
more is being used on the server than on the local cache. In other words,
local data shows the user's mailbox is at 85MB, but server data shows 115MB.
We are in a cached mode environment running Outlook and Exchange 2003. The
only solutions my Exchange admins could come up with were to rebuild the
Outlook profile (which didn't help) and to delete more emails. We have a
100MB size limit on mailboxes after which we disallow sending from the
mailbox. The only way to allow this user to send is to get her mailbox down
below 70MB so that the server thinks she is under 100MB. I have also made
sure that Recover Deleted Items is empty in each of her folders.

What and where is this mysterious 30MB? I understand that the size on the
server is the "real" size and that in cahced mode there will almost always be
a bit of a difference, but that doesn't help my user who has to keep her
mailbox under 70MB whereas everyone else can use 100MB. And, yes, I have been
checking the whole mailbox size including Calendar and Deleted Items, not
just the Inbox size.
