Loading up certain programs fails

I'm sure this is an easy one, just can't remember the fix
for it

when I try to open some programs on
desktop/quickstart/start menu, some of them don't open, I
get the hourglass for about half a second, then back to
normal. Tried reinstalling the various programs again,
with no effect. Otherwise the system works fine, and most
programs the same

running win 2k, athlon, 512 ram on a new computer

I actually don't have an answer just similar incidents. When I click on some of my game icons, on the desktop, the hourglass shows quickly, then nothing happens. If I uninstall and reinstall the game, then double clicking works once. Then I have to uninstall and reinstall again. It happens with some games, not all. grrrrrrrrrrrr
I have the same PC config as Zorn. One other thing, only seems to be with games that require CD to be in CD-ROM
If there is a fix PLEASE help
