load personal settings

why does it take so much longer to Load Personal Settings when logging onto
the domain than it does logging onto the local machine? Physically the domain
server is 6' away.

Distance isn't much of a factor. Things like protocols and bandwidth are.

Roaming profile, Group Policy enforcement, Virus Def updates, SUS updates,
etc - many actions can delay the "loading your settings" when logging into a
domain. But without knowing your "exact" domain configuration, server,
network, clients, connection etc, it would be hard to even attempt a guess.
