load needed for DLLs kernel

Help!
MY home PC has crashed (this is my work laptop). I installed a new DVD r drive and rebooted. Windows was firing up and the DVD (HPdvd writer 420i) resumed the loading process. I anadvertantly shut down the PC by bumping the toggle switch on the power strip. After cycling powere I can not get Windows too initiate.....
The displAY PROVIDES OPTIONS FOR STARTING IN LAST KNOW GOOD CONFIGURATION, sTART wINDOWS NORMLLY AND A COUPLE VARIATIONS OF SAFE MODES

No matter what I try I always end up at the same screen which says at the bottom
WINDOWS COULD NOT START BECAUSE OF AN ERROR IN THE SOFTWARE
PLEASE REPORT THIS PROBLEM AS
LOAD NEEDED DLLs KERNAL
PLEASE CONTACT YOUR SUPPORT PERSON TO REPORT THIS PROBLEM

| i ENTERED THIS INTO THE WEB AND FOUND IT CITED IN Microsoft Knowledge Base Article - 164448, WHICH WAS DATED
2001 AND APPPLIED TO WINDOWS NT. iS THE PROCESS DESCRIBED IN THAT ARTICLE ALSO VALID FOR wINDOWS xp PRO?
