.lnk and shortcut files broken

I can use Internet Explorer, Outlook and navigate directories using Win
Explorer. But all icons/shortcuts in Desktop, Startup and Win Explorer do
not seem to know what program they are linked to and do not execute. Can't
even run Norton or Adaware to search for problems. Microsoft support site
implies registry problem, but offers no suggestions for XP. Anyone seen
this??
