Lithuanian language not showing up in "Input Locale"

Hi, I have win2k pro installed on my laptop and for some reason I cant see
the Lithuanian language showing up in the input locale. I have the following
installed on the system:

Microsoft Office Professional Edition 2003
Microsoft Proofing Tools 2003

Can anyone tell me why I am not seeing Lithuanian showing up in Input Locale
i.e. control panel > region options > inpul locales > add

Going by this website I should have Lithuanian:

Any help most appreciated!
