Listing in Reverse Alphabetical Order

Files are listing in alphabetical order, in Windows Explorer and through almost every program except for the Office programs. It's a major annoyance to have to right-click and set it right again, and it's not remembering the settings so I have to do this every time. How can I fix this?

I've never seen this exactly, but have you tried going to Folder
Options | View and clicking the Apply to All Folders button after you
have the list looking the way you like?
