When I open up a link, like on here when you click on new question, the
window opens up small, it use to open to full page size. What can I do to fix
this? Thanks all who helped in response to my other questions.

Internet Explorer remembers the last window that was opened and will open
that same way the next time that it's opened.

This will have to be redone occasionally.

Open *one* instance of IE | Use the cursor (not the
maximize button) to drag the window to the desired
size | Click the Close [X] while holding down the
Ctrl key.
-----

Close all instances of Internet Explorer.

Paste the following line into Start | Run and click OK...

javascript:window.open(screen.availWidth,screen.availHeight)

Then use your cursor (not the maximize button) to drag each window to full
screen and left click the Close [X] while holding down the Ctrl key.
----

Also if one instance of IE opens correctly but when opening a new window
that window opens small. Use the cursor (not the maximize button) to drag
the window to the desired size. Click the Close [X] while holding down the
Ctrl key. Then open a new window again.

This did not work. Even when I get responses from this site in my mail and I
click the link to see the response it opens up in a small window. Any other
suggestions?

Surprised that what Wes told you to do did not work

Then try this and see if it will do the job. Right click on the IE icon in the taskbar beside the Start Button ( Not on the Desktop) select Properties and on the Shortcut Tab select Maximize in the Run window by selecting the little arrow. When done hit Apply and close the Properties window and Reboot for this change to take effect.
