Links in emails and in the Outlook program do not work

I am using IE6 with SP2 and MS Outlook 2003. When I click on any links in
Outlook emails, I get the following box: This operation has been cancelled
due to restrictions in effect on this computer. Also, some links in the main
Outlook program i.e. 'Check for Updates' on the Help menu, brings up the same
error box.

I have reset IE to its default settings, reset the web settings and
exported/imported a good registry key. I have also tried many of the fixes in
the discussions here but I am still getting the error.
History: I started using Outlook Express 6 to send/receive email after I
uninstalled AOL – it worked but I did not like the program so I removed the
accounts and installed Outlook 2003, which works very well except for the
'link' problem.
I have always been able to open links from the AOL email program and I can
still open any link in IE6 when I am using webmail.
I tried stopping the firewall (Filseclab) and the antivirus program (Avast)
but it made no difference.
Help - this is driving me mad - does anyone have any more ideas please?
