Links in Email Won't Open

None of the links, in Windows Mail work. Not even the Help Online Link.
Can't open any links in email received.
There's supposed to be some kind of information bar? on the top of
received emails with links that don't work, that I can click, to allow
links to work???? Something to do with phishing protection?????
There's no bar. Went everywhere, tried everything I can think of to
get links to work....ie:virus program, defaults, web browser...thought
something here preventing this.
What do I do now...
Where do I go from here?
Any help would be GREATLY appreciated.

I think I've read that pressing Alt will make the bar show up.

Is your Windows Mail configured to read in plain text mode?
Go to Tools, then Options, then Read. Uncheck the box for
"Read all messages in plain text."

If that box was already unchecked, do you get any error message
when you click on a link?
