Links/images blocked

I am having an issue with Outlook 2002 in a Win XP SP2 environment.

I have one user who uses Outlook and I don't know much about it.

Outlook is blocking all HTML content that I send her. I can't find anywhere
to fix this problem. I often have to send links to her and it is becoming a
nuisance.

Any ideas would be GREATLY appreciated!
