Links don't work unless internet explorer already open

What is the fix for this? Whenever I try to click a link from an email in
OE, or try to open up hotmail email from msn messenger, or any other link
along that line it will not open up unless I already have an explorer window
open.


I had done a search and found something about running "REGSVR32 URLMON.DLL"
but it did not help.

Click start---run---type in REGSVR32 URLMON.DLL
Then, Open internet options in control panel program tab reset web settings.
reboot
 
Yes, I followed it exactly but still no go... I am not an idiot with
computers either, I have 5 computers in my home and fix them for people in
evenings and work with them all day long but this problem, though minor, has
got me stumped.


Was I supposed to press ok after I typed that into the run line? ;) hehe
