LINKS BAR WON'T STAY

How do you keep the "links" taskbar as a visible taskbar? I pull down the "links" into a taskbar and have tried locking the taskbars, etc., but when I turn off my PC the links are back by the address "go" button and have to be pulled down again as a taskbar
