linked table manager not avail when logged on network

Linked table manager works fine when logged on to pc but
is unavailable and uninstallable when logged on to
company network. Any ideas why?
 
Would you please explain the difference in the logon? Do you not logon to
the network when you log onto your PC?
 
I am in xp pro. I either logon to the pc (notebook)or I
logon on to the domain. If I logon to the pc I get
linked table manager. If I logon to the domain linked
table manager is greyed out and I have not found a way to
get it installed. Thanks JOD
