link to outlook express not working in internet explorer help nee

In Internet Explorer, under 'Tools','Internet Options','Programs' tab and
then under the Email option it is blank I can not type anything in the box.
I can get to web-site links from email messages in Outlook Express, but
can't get to Outlook express from IE.
If I click on the email icon in IE nothing happens.
I'm using WinXP with all the latest updates.
also using norton antivirus and firewall.

Click Start, Run and type the following commands one by one:

"%programfiles%\Outlook Express\msimn.exe" /reg
regsvr32 "%ProgramFiles%\Outlook Express\msoe.dll"
