Link Bar

The link bar that shows on my published webpage is not the link bar that I
chose in the link bar properties. Why is that? Also, when I put the pointer
on the link bar, the letters become HUGE and turn red in color. This is so
annoying. It also only does it on the home page. How do I make it stop
doing that?
