link bar theme not displaying correctly

I have selected a graphic theme for my link bar. It looks great in preview
and when display using a local broswer. However, when I publish to my site
the graphic turns to strandard HTML. When I look at source code on the web
site I noticed my link bar menu items all have the following style.

STYLE="{text-decoration: none;

No errors occur just the incorrect display. also how can I enable roll-over
for my menu items? I want to replicate how Microsoft handles link bars on the
Frontpage web site. I like the rollover casuing the menu item to be
underlined and the menu item I'm currently at highlighted.

Does the remote server have the FP2002 extensions and you are publishing via FP's http mode,
correct?
