Link bar doesn't show

The 3-tab link bar shows on the first & second pages in FrontPage and when I --F12--view in browser;
however, on my live web site, the link bar shows only on the 2nd page; on the first/home page, only the text-- but not the link bar ---- shows;
any ideas?
