Is it a Plain Text e-mail? Wel most likely the message doesn't contain any
extra linebreaks then.

Then you have a bar under the Header stating that they have been removed or
that the message still contains them and that should highlight when you
mouse over it.

Does the same message received by another Outlook client state that it has
removed extra line breaks?
