Invest in a router.

Not with what is included with XP. Most hardware routers support this, as
do many software firewalls. Whether or not a password can be configured
before internet access is allowed my depend on how your ISP is configured.
Most dial-up accounts require a password, most always-on (cable, DSL)
accounts do not.

I revise my statement. Invest in a manual? :)

we have an unutilized Cisco 2600 series router, which is already
sitting on our humble network, but i am totally naive in configuring
it (to act as a firewall? i presume)
