limiting access to windows explorer and my computer

How can I deny limited users from changing their start menu via use of the
windows explorer (accessable via right click on start button) or My Computer?
I have a XP Home OS computer which I must control the start menu for my
grandchildren.
 
Well, if you had windows xp pro, you could set local policies and you
get programs that can do it for you as well.

But why do that???

Why not create a seperate account for your grandchildren on your pc,
where they can do whatever they want, and password protect your own
account, doing this, your account should be save and unchanged.
 
I have separate accounts with mine password protected, but they can access
the explorer via right click of menu button and then get to any shortcut for
any user. I must deny use of the explorer for these users.
 
You can make your files "personal" in the user account settings, where
nobody can access any of your settings? unless they hack the sam files,
heheh.
