Limited Or No Connectivity For My NIC

I have an error with my NIC and I'm getting limited or no connectivity and I
placed another NIC in the system and I got the same results. I connected a
USB NIC and got the same and even pulled the hard drive and placed into
another case and motherboard and got the same error. I've forgotten what it
is you have to do in order to correct this. Any assistance is greatly
appreciated.

Check your cables, hub, switch, and/or router. It looks to be a physical
network problem and the only thing you've eliminated so far is the NIC.

This could very well be a problem with your physical network as Steve said.
But, there is a lot of malware out there that change your winsock and mess up
your NIC's connection. You can download winsock fix tool and run it to fix
this. Don't worry either this will not affect anything if the winsock is not
the problem, so just run this program and let it restart your computer and
see if it worked.
