Limited connectivity while @ library

Does anyone know why I can get online (Iexplorer works - I can surf the
web), but cannot send or receive email or run online chess game while
at a Public Library that uses a "9 minute" timeout window to check that I am
still online as guest? It is not encrypted or a secure network connection
and
uses "highnoon" web services.I use my Acer Aspire 5100 w/MS Vista Home
Premium and Broadcom 802.11b/g wireless LAN adapter.

I think that's about it.

Ask the librarian?
If you have no problem at other Wi-Fi hotspots, then there is
something unique about the service provided by that Library.
