Limited Connection Problem

I have a three computer network with a DHCP-capable router. My
situation is that one computer would get a full connection, thus
allowing internet access, while the other computers are on limited
connections. The computer that starts up first gets full access, and if
you turn on the other computers later, they get limited connections. To
make it simple, its pretty much first come, first serve, which is
strange because the network was able to provide internet connection to
all three computers before this incident. I have a funny feeling it is
the router, but I am not sure. Any thoughts?

Make sure that your cable modem or DSL modem is connected to the
router's WAN port. From your problem description, it might be
connected to one of the router's LAN ports.

Make sure that the router's DHCP server is enabled and has a pool of
at least three addresses to assign.

Make sure you DHCP assign private IP address to each computer. or posting the result of ipconfig /all here may help.

I have confirmed that my cable modem is connected to the WAN port, so
that can't be the problem. Also, if I manullay assign ip numbers, all
computers' connection would read as full, but none of them would be
able to get on the internet. Here are all three computers ipconfig /all
logs. The first one (penguin) is connected to the internet the other
two are on limited connection:

The first computer is getting a public IP address (67.x.x.x) from
Comcast in Oregon. It should be getting a private IP address from the
router. On that computer, enter these lines in a command prompt
window (Start | Run | cmd):

ipconfig /release
ipconfig /renew

The IP address should change to a private address such as 192.168.0.x
or 192.168.1.x. If it still gets a public IP address, then the router
is improperly connected or configured. Double check that:

1. The cable modem is connected to the router's WAN port.
2. The router isn't operating in bridged mode.
3. The router's DHCP server is enabled.

I can confirm that my cable modem is connected to the router's WAN
port. I tried to configure my router, but so far that isn't working.
The router is a D-link (DI-604) and the config page is
http://192.168.0.1. I tried that, and nothing comes up. I am beginning
to think my router is bad.
