limited accounts access to internet

i have windows xp and have 2 administrator accounts and 2
limited accounts for the kids. this past month the kids
have not been able to access the internet. when we click
the icons nothing happens. we left click and try to open
and nothing happens. as far as i know i have not added or
downloaded anything to prevent them for gaining access to
internet explorer or anything else. if i change them to
administrator everything works ok. when trying to email
hp or microsoft about the problem i get an error to
connect to the internet and try again...duh i am on cable
hook up i am on 24-7

some advice is need for a mom with limited computer
knowledge.

Do you happen to have Norton Internet Security running ??? There was a
Microsoft hotfix awhile back that NIS couldn't handle properly and it
"broke" IE ... My kids were in the same boat ... I had the kids run Netscape
until I re-installed (from scratch) my PC ...

how do i re-install from scratch? i have tried to
download internet explorer from the site but it says i
already have it.... internet explorer was pre-installed
on my pc when i bought it so i dont have a disk or
anything to re-install.

could you walk me through it? sorry for the trouble
