Limited Account Software Access Rights

I apologize if this post is not in the correct category, after scanning the
choices; this one seemed to be the most appropriate one I could find.

I am using Windows XP Professional, SP2.

Here is my question/problem:

I have a laptop that I let friends of mine borrow from time to time. I
obviously do not want them having full administrative access to the computer
when it is out of my sight (which means they cannot have an Administrator
Level account), but I do want to allow them to install software.

I attempted to install a piece of digital image management software while
using one of the limited accounts, and I was denied.

So, is there a way I can change the security / access rights of the "Limited
Account" type as to enable this account type to install software?

I appreciate any help you can provide.

Microsoft has made a component to help protect a computer
that is used by many people.It prevents limited users from access to
^chosen by the admin user^ programs and files and also prevent them
from downloading files and other things
It is easy to use and can be configured to meet everybody's needs
It is called Share access tool

/example : A parent with Administrator rights can prevent a children
with limited account to use a chat program or download a new one /
