limited account and password

In Win Xp Pro,I have an admin account with password and a limited
account with no password for all users.
How do I set the limited account so that no user can set a password?

Greetings:
If by chance a password has been or ever is
created for that account, you can remove it in:
Start\Run\type; control userpasswords2\enter\select account
and click on Restore Password\leave the spaces blank and Accept.

To prevent users from changing, creating or removing a password;
In Start\Run\type; lusrmgr.msc\users\double click-user_account\
check on user cannot change password\Accept....
