Limitations of voting buttons

I have an end user running Outlook 2000 who needs to use a lot of voting
buttons (34). However, whenever we put in 34 buttons, it doesn't save
them/send them with the e-mail messages. I believe this is because the
maximum number of voting buttons is something below 34. My question though
is, what is the maximum number of voting buttons allowed? Is the limit a
character limit or just a "total number of buttons" limit?
