Limit the size of a users pst file

How can i limit the size of a users pst file. I want them
to be able to burn it to CD

Ask them to keep it below 600 Mb and if it's larger, to split it into
multiple PSTs, each of which is below 600 Mb.

This could be essentially acomplished if the PST location was changed to a
partition of the hard drive that was a tad smaller than your backup media
wouldn't it? Only maintaining it is still critical, compacting, cleaning
out old data, archiving etc..
