like Ashampoo ? shrink videos to fit on a cd

looking for a freeware app that will take videos in various file
formats -avi, wmv, and so on- that are a little too big -720mb, 780mb for
example- and reduce them enough to get onto a cdrom... something akin to
Ashampoo where you can give it a target size and it'll re-do the file to fit
