If you hold the web cam up to your mouth you probably could. Mounted on a
monitor will leave it open to extraneous sounds and likely cause problems.
Just try recording a regular sound file using sound recorder, with the web
cam mike. You will see how poor the quality really is.

You should use speech recognition with a headset mike which is close to your
mouth. These are also very directional and have good noise cancellation.

The more expensive the mike the better it usually is, both quality and sound
wise.
