Life File System formatting

When I format a blank CD using the live file system, and then check the disc
capacity, it says that ??? of space is already used, before i've even dragged
any files onto it. Can anyone please tell me why this is?
 
In XP, when you wrote to a CD using XP wizard, it wanted to format with XP
file system, and that took up about 110mbs of disk space; nothing is
different in Vista. A better option is to use Nero Express to copy data to
disk. Also, Nero does not want to format the CD, so you have the full
capacity of the CD(which has its own file system), and it is done in about
2-3 minutes
