TSCALs are always issued on a first come first servced
basis. Those unused licenses will return to the free
license pool in around 90 days after their last use.

There is no way to revoke licenses from a specific
computer.

Are you saying that TS client licenses are only good for one client. Does that mean I can't connect with eg. computer1 then log off and connect with computer

Since you mentioned sp4 I'm assuming that this is a win2k TS.
Depending on when the cals were issued, will determine if they get returned
to the license pool automatically or not. If the TS and licensing Service
box (if different machines) both had either sp3 (or sp2 with the patch)
installed when the cals were issued, then they will fall under the random
52 - 89 day life and if not used in that period will be returned to the
license pool.
Cals issue prior to that will be attached to those devices they were issued
too (ie, nt, win9x, terminals, etc) but XP and win2k clients should be
issued a "free" TS cal and not require one to connect.

You mentioned a 5 cal box but then "a whole bunch" were taken up so not sure
about the numbers, but once a cal was issued to a downlevel client (nt,
terminal, win9x, etc) pre sp3, then that cal remains on that device unless
removed by the article mentioned below and/or firmware flashed on a terminal
client.
The clearinghouse can't "revoke" a license already issued, but if you have
replaced some of those machines and they are no longer currently in use,
then they can re-activate them again for those machine replacements to be
issued to them.
