Licensing w/ Windows 2K Server and Windows XP Client

I have what I hope is a quick licensing question. I have a Windows NT 4.0
Server Domain/Environment. I have added a Windows 2K Server (w/out Active
Directory) to the Domain. I installed Terminal Server in Application Mode on
this server. Some of my Windows XP Clients connect fine and get an Existing
License. Other XP clients connect and get a Temporary License.

I have tried backing up and deleting the MSLicensing Key in the Registery on
the client machine. I also deleted and reinstalled the Licensing Server on
the Windows 2K Server (mentioned above - that is also the TS Server) serval
times and into both default and non-default directory structures.

What am I missing?

Have you checked the EventLog on the Terminal Server? You will
probably find an event there that tells you the reason why these
clients don't receive a permanent license.

They are all running XP Pro, I assume? XP Home needs a purchased
license.
