Licensing Question

If I build a single database for 40 users (or build 20
database and have 2 to three users per database) and I
put it out on a terminal server for them to connect to
and use, do I have to purchase a multi-user license for
the product? Or is one regular license sufficient?

Please help! Our company wants to make sure to not
violate any licensing requirements. Thanks!

A seat is a seat and MSFT is quite clear on this.
You need a license essentially for the number of users.

The developers edition is probably the way you want to go for this many
users.
