Licensing Problems

I have a problem that I can find no references to in the
MS Knowledge Base or other references to this particular
problem. If anyone can help, I wou be eternally gratefull.

Our ADS PDC is having licensing issues. For some reason,
users/machines connected to the PDC are consuming huge
numbers of licenses.

We are setup in per seat mode and have 2 ADS Windows 2000
Servers on our network, the first being our PDC and the
second being a backup ADS server. We only have about 8
computers that connect to the servers but it seems that
the number of licenses in the license manager steadily
increases without releasing the licenses used. It is not
uncommon for one pc/user login to have 85 or more
connection licenses. When this happens, users that
restart their PC's are greeted with an error stating "no
further connections can be made to this machien at this
time".

The only way we have been working around this problem is
to go into license manager and bring up each workstation
and revoke all licenses to that machine. That lasts for a
short while before the machines left running consume
licenses far beyond our actual number of licenses.

Can anyone tell me why this is happening?

We are stumped.
