Licensing confusion

Our vendor has stated we cannot mix Windows 2003 per-server cal's with terminal services client access per device cal's. Is this true?

In Windows 2003, both the CALs for accessing the Operating system
(server CALs) and the Terminal Server CALs come in 2 flavours: Per
User and Per Device.

In theory, you can use any mixture of licenses that is avialable.
In practice, you choose the best licensing option for your
organisation and use that throughout.
But it's perfectly possible to have 2003 Per Device Server CALs
(when you have more users than workstations), and have 2003 Per
User TS CALs (when only a few users connect to the TS, from a lot
of workstations).
