Licenses fo Ts

I am going to but Windows 2003 Standard Server which comes
with 5 user licenses whatever that means.

I am going to set the server up as a Terminal Server so 5
local PC's and 2 remote PC's can access the server via
terminal services.

How many of what licenses do I need and where do I go to
get these licenses?

It depends which licensing model you use, i.e. per-device or per-user. If
you use per-device, you'll need 7 Terminal Server CALs + 2 more Windows CALs.
If you choose per-user TSCALs you'll need 1 Terminal Server CAL per human
that logs onto your TS, same thing for Windows CALs.
